The problem statement should draw from theories covered and the organizational and community assessment.

6. Goals and Objectives – Goals and objectives should be clearly defined and measurable; include a clear statement of expected outcomes.

7. Rationale: This section should give a clear and concise rationale for the proposed program, policy or project. The rationale should be supported by macro theory, published literature, and empirical data. Shows how the topic chosen is relevant to contexts that shape practice.

8. Identify how your proposed intervention advanced human rights and social and economic justice, diversity, power and privilege. Address any ethical conflicts, and identify social work values and ethical considerations, including how the proposal will honor self-determination of the client system affected. Show how you used appropriate empathy and interpersonal skills, and self-awareness in eliminating personal biases.

9. Costs and benefits – Describe the potential costs and benefits to clients and agency (Step 5 from PREPARE)? This includes not just financial, but opportunity cost, and political and social costs. This section should also address the impact of any social policies and laws which affect clientele and interventions. In other words, address the question, “is this proposed effort worth it”?

10. Methods – Methods should include the activities you will use to accomplish objectives; describe the broad tasks that you will complete before and after the funds are provided (hiring staff, space needed, equipment, and services offered, etc.). Include here a time line in a table.

11. Evaluation Plan – The evaluation plan shows how you will measure your stated objectives. You should decide your evaluation plan early in the semester, and discuss it with your supervisor and research professor, if possible. You should determine what data is most important to your evaluation and identify the kind of evaluation you will use (formative, summative, effectiveness/efficiency evaluation). Describe which evaluation approach you will use (quantitative, qualitative, pre/post test, client satisfaction survey, goal attainment scaling, etc.)

12. Reflective statement – This section is usually not required in formal proposals, but is added to this assignment to show how you demonstrate personal reflection of macro practice.
